
Change is a constant in child welfare, and Tabor Services Inc. is not an exception to the rule. During fiscal year 2001-2002, several exciting dimensions were added to our service delivery system.
After a year of exploration and analysis, Tabor received approval from the Philadelphia Office of Mental Retardation to open a small group facility for autistic young men in the Germantown area, with encouraging results to date. With the assistance of the Philadelphia Department of Human Services, Tabor instituted a comprehensive parent training program that reaches young mothers and fathers committed to providing the best possible care for their children.
Through our affiliation with Southern Home Services, additional resources were brought to the table, allowing the strengthening of the Crisis to Competence program that serves children and families in North Philadelphia.
Tabor Children’s House continued to deliver day care services on the Doylestown campus with an increasing emphasis on helping children with special needs.
Since 1960 every decade has witnessed significant changes in child welfare brought about by demographic shifts, fiscal restraints, business and technology applications, and new legislation that attempts to respond to all the variables and forces. Similarly, for this decade it is incumbent upon us to quickly identify the challenges and develop the appropriate strategic initiatives to address the issues. The most pressing challenge is the transition to performance based contracting that requires agencies to secure safe and permanent homes for children in far less time than had been the previous norm. Given that many children and families are compromised by the limited resources essential for permanency, agencies like Tabor will need to increase their capacity to secure behavioral health services, substance abuse treatment programs and affordable housing.
Tabor has always been an agency capable of making critical changes as the landscape alters. A diverse and supportive board of trustees blended with an experienced and committed management team and enthusiastic skilled direct service and support staff reinforces this belief. The third part of the equation, no less important, has always been the encouragement and support of the community to which we extend our deep appreciation.
